It’s hard to say why the commanders of a command economy do anything. Durring the cultural revolution, they pulled people out of productive jobs in the cities to chase birds out of rice paddies.
I can’t imagine how it would be particularly helpful to China. Thier major monetary policy concern has been keeping the yuan from rising against other developed nation’s currencies (particularly the dollar) so they could retain a competative advantage on cost of labor.
There are tremendous inflationary preasures on the dollar, and the main thing keeping them in check is the low cost of chinese imports. If the yuan were to float, the dollar would drop against it, and inflation would hit America hard, it would reduce it’s importation of Chinese goods, which would hurt the Chinese ecnomy, a little, unless they could stimulate domestic demand.
I don’t see how encouraging citizens to spend yuan to buy precious metals would help deal with that issue, which has been a sort of sword of damoclese hanging over the chinsese mirracle for over a decade.
